Settlement rule cannot be created

Hi all,

I have assigned Settlement profile 70 to the order type QL01, then I go to QK01, enter the plant and material No. and order type QL01, tick on "Spec. settlement rule", click execute, then I got an error "Settlement rule cannot be created" .

Please let me know can I get rid of this error.
