QM notification using email without the need of ?

Hello all,

I have a question about QM quality notification.

All of a while I know if email is require, a workflow setup is required.

However, it seems there a way to sending email with quality notification WITHOUT using workflow (please see below screen shot).

1 - Is it true sending email without using workflow is possible in QM notification base on following shot?

2 - I am wondering how is the following setup into the system?
