Qa32 Record is saving Without Usage Decision

Hi,

I have small doubt. Whether it is configuration Problem or the functionality will be use full to some where i  don't know.

But i am thinking this is the problem. The problem is In Qa32   the end user has to give the usage decision and they need to enter the how much

Quantity they are inspected like scraped, blocked and unrestricted. But Some end users without usage decision like accept or Rejected they are enter the quantity at Inspection lot stock at Qa32  T-code. Can I develop any customization for Without usage decision the person Can not able to add the record at Qa32.
